Anonymous prepaid GSM services (no subscription required) are the biggest growth area in the mobile phone market. In some countries they can be bought without ID, but in most countries you must show a valid ID on registering the number.

Prepaid services are simple to use and confidential as no paper bills are generated. The big disadvantage for the privacy seeker is that most prepaid deals only work in one country, with complicated procedures such as credit card guarantees or "incoming calls only" when on international roaming. It is ALWAYS more confidential to use a phone from outside the country you are in… that way the records also stay outside the country you are in.

Use a foreign GSM card, but not too foreign! Most places there will be a number of UK cards around, but if you use a card from Lithuania or the Isle of Man you will stick out a mile on the real-time tracking screen. Prepaid domestic cards offer some privacy, but billing records are retained and are available to your local Big Brother (card is in no name, so no warrant is required in most countries). A foreign card is better.

Use an anonymous, pre-paid card which has been bought without showing any ID. Use a phone which matches the card. NEVER stick the anonymous card into your existing phone, because the network will irrevocably link the phone's ID number to the card's ID number. (BB's justification = finding stolen phones)
