Our first step will be to establish our new community. This will become the worldwide headquarters. As the Headquarters Community, this is the most important place for our organization. This is why it will be called Destiny Center. After much research, we have almost come to the conclusion that the old Canal Zone area in Panama would be a perfect place. Of the surrounding countries Panama is probably one of the best choices. It has a totally modern infrastructure with very few problems as are experienced on a daily basis in Costa Rica, which is formerly the most advanced country in Central America. But, in recent years, Panama has made the right choices while Costa Rica has made the wrong choices. Panama is also one of the freest countries in the world. It is a sad commentary that you enjoy more liberty in Panama today than you do in the US. If you want to understand what is going on in the world today, which is very bewildering to most people, I suggest reading the book The Sovereign Individual. It will help explain to you many of our modern problems. The solution of small, planned communities where people can lead a “normal” life unmolested, is an idea whose time has come. Back in 1992 I first developed this idea. First a central community would be established. Once it was up and running well, it would establish branches throughout the world. This is one of the reason we call ourselves Destiny Worldwide, because our vision is destined to become worldwide! First of all, let’s face the facts. The nation state as we know of it is a doomed dinosaur. As you will see in the above book, the nation state will be replaced in time with smaller and smaller units, ending in a city state. What we are doing is forming the nucleus for small city states all over the world, so that as the dinosaurs die, our members will be safe inside the community, where life will be governed according to moral, libertarian principles. Initiation of force and violence against others will not be tolerated. Honesty in all dealings must be maintained by the individual, or Destiny Worldwide has the right to expel any member from the association who violates moral principles. Since one must be a member in good standing of Destiny Worldwide Associates to be resident in any of our communities, such a person will also be expelled from the community. As a community, or group of people, we will need to provide for our own security. This will be an integral part of our planning, so that our members can have a life free of worries of theft and personal danger within the community. We will be researching into alternative technologies that will guarantee our safety from interference by those who might want to control us. We cannot go into detail on this, which will be a project of the Destiny University science department. We also plan to offer a laissez faire, free market business environment. For those doing business within our communities, they will not need to get business licenses or register with the outside world. We will be using our own, gold based currency within the community, and members will need to exchange this into fiat currency only when dealing with the outside world. When dealing with the outside world, they will be free to establish themselves with licensing, etc., of the foreign jurisdiction, or they may, if the Foundation agrees to it, establish a Foundation Center and operate under the Destiny Worldwide Foundation charter. All internal affairs will be handled by Destiny Center Administration. In case some of you have missed the drift of this report, what we are doing is establishing a worldwide, distributed sovereignty system that operates within our own communities as well as in cyber space. Acceptance of this sovereignty is an individual, contractual choice without coercion or violence behind it. As the nation state dissolves around the world, we expect this libertarian sovereignty to change from quasi sovereignty to de facto sovereignty. The mistake that has been made by other projects is to attempt to establish sovereignty within the current nation state system, without taking into account that this system is doomed to breakdown in the near future. Thus, we do not have to struggle for “recognition” from the nation states. We simply intend to outlast them and their failed systems. In order to do this, we intend to implement multiple strategies, some of which we cannot for security reasons publish to members. An important component of this for the future is SECURITY, and we have plans to implement security models that will guarantee not only our survival – but that we will flourish and prosper in the years ahead. All we need is to establish Destiny Central in a friendly jurisdiction that will not cause us any problems. Our intentions are peaceful and honorable, but, in case you hadn’t notice, that doesn’t matter any more in most of the so called “civilized world.” The only thing they care about is CONTROL, so we must not have our headquarters somewhere where we are open to such attacks. If you will look at history, you will see that this is a legitimate concern. Just look at the history of government intervention in so called “cults.” The governments say they intervene to “protect” the cult members from themselves, and in most cases this is simply a smokescreen for the fact that the organization was too challenging to some government’s control, so they intervened, many times killing all the participants in a faked mass “suicide.” In the case of the Branch Davidians, they were a peaceful community that only wanted to mind their own business. They got along with their neighbors and even local law enforcement very well. All they wanted was to live in peace with those around them. But this was not enough for a government deranged with power lust. If people were living in a planned community with an alternate lifestyle and religion that they did not like, they were going to have to make these people understand that they could not get away with this. The reason the government picked on this peaceful group was because they thought as a Christian organization they would come in, make arrests, and make their point that you cannot do what you please in the USA if the government doesn’t like what you are doing. Instead, they discovered, to their surprise, that these people were willing to fight for their life free of government interference. And so, the government “helped” the children, which was their excuse for the atrocity, by burning them alive! This and other incidents, including what happened to the Bagwan Shre Rashneesh and his community, prove who is the real aggressor in these situations. The message is that if you get out of line, the government will come after you. They want to enforce conformity, and limit your freedom of choice. I believe that the same problem would apply to a large scale free market community if it were located in the US, which is one of the big reasons we have decided to locate outside the country. The other main reason is that the US is now a de facto Nazi police state, so we have to be located where freedom still exists. At this point, you have the broad overview of our goals and purposes. We believe that we have a chance of success, as long as the central location is established well and securely. Once we have many satellites around the world, this will not be as imperative, but, in the beginning, it is very important that we do everything as well as we can. Since events are hurtling along now towards a total fascist police state in the US right now, with Europe only slightly behind, it is imperative that we begin early in 2003 so that we can have this thing well in progress before people’s money and freedoms are even more impaired than they are today. We need to start with around 2-5 quality individuals, with a certain degree of financial independence, to act as founders for the community. We and the other founders will establish a core community in the most suitable area we can find, preferably an area that will allow expansion of our other operations, especially the University. Once the core has been started, we will attract other members as needed to continue the expansion of this work. I am not going to get into specifics here, because that will be the job of the founders. In the meantime, for those members who cannot or do not wish to relocate, we will provide them with opportunities in their own countries as they become available. Ultimately, we hope to have communities in every country of the world where this is possible.
